Publication on safety of chemicals’ transport in the Mediterranean

“Tying safely” is the first and brandnew publication of the project LOSAMEDCHEM which aims to improve the logistics and the safety of transports of chemicals in the Mediterranean area.

With this publication, ther partnership intends to offer concrete recommendations on “how the logistics and the safety of the transports of chemicals could be improved in the Mediterranean area”. To achieve this, “Tying safely” compiles identified best practices and results of SWOT analysis providing a thorough examination of the current situation of the chemical industry and chemical logistics in each partner’s region.

Each partner provided SWOT analysis following standardized models. All these information are gathered in the present publication. Each of the presented studies includes a short overview of the partner’s region, of the local chemical industry and of the logistics and transportation infrastructure, accompanied by the most significant traffic data.

In particular, the regional SWOT analysis, including the results of the expert interviews and workshops, provides some details of emerged needs and measures required for future actions and improvements.

APICE project: Inter-institutional working table in Barcelona keeps stakeholders engaged

The APICE partners in Barcelona, CSIC-IDAEA and EUCC Mediterranean Centre, convened a work meeting with the Port of Barcelona and Generalitat de Catalunya in order to present, fine-tune and validate preliminary results, as well as to agree on upcoming activities. The meeting was hosted by Port of Barcelona and it took place the 20th of April 2012. The agenda can be downloaded here.

APICE project to abate air emissions from maritime transport sector is progressing smoothly. The long air monitoring campaign has finished and preliminary results were discussed with both stakeholders. It seems that air pollution levels are slightly higher than in surrounding urban area, which suggests that measures are necessary in order to comply with legal thresholds.

As seen below, PM10 levels in the metropolitan area of Barcelona are relatively homogeneous independently of the type of monitoring station. However, they are slightly higher in the harbor area, probably because the influence of mineral dust particles derived from the harbor enlargement works.

As regards for NO2, the levels measured in the harbor area reflect perfectly the traffic emissions. Thus, they are much higher in the vicinity of heavy traffic lines, and much reduced close to the sea shore. In most of the cases they are above the annual threshold established for this pollutant (40 µg/m3).

These measurements are also very useful for fine-tuning the chemical transport model being implemented within APICE. The run for the year 2011 shows that it works well when compared with measurement data, which will allow the project team to forecast air pollution behaviour according to different development scenarios.

For this, the port movements forecast presented by Strategy Department of the Port of Barcelona, as well as other variables, are being used to build up two scenarios on the horizon 2015 and their related emissions. One of them will consider the current trend without any additional action to mitigate air emissions, which shows increased emissions compared to 2009. A second scenario will take into account APICE’s measures proposal, which are being discussed within the project team. The scenarios will also consider other emissions sectors thanks to the collaboration with Generalitat de Catalunya, who presented those forecasts.

Meeting participants agreed on the way to proceed and keep on collaborating, mainly on finding best strategy and actions to diminish air pollutants.

Bridging Programme Med ports projects: APICE attends CLIMEPORT final conference

The final conference of the CLIMEPORT* project took place in Valencia on 1st March 2012. Main results were presented, which included e.g. the CO2 footprint from participating ports: Valencia, Algeciras, Marseilles, Livorno, Piraeus and Koper. Furthermore, some actions have been undertaken to reduce energy consumption and improve efficiency in port areas and good practices have been proposed.

Two APICE’s partners attended this conference since synergies must be explored: EUCC Mediterranean Centre and Port de Marseille (which is also partner in CLIMEPORT). In fact, both projects deal with maritime and air emissions and therefore common actions should be proposed and implemented. Thus, the APICE project brochure, as well as a specific progress report focusing onBarcelona, were handed out to participants. Moreover, it was an opportunity to discuss on topics for a future capitalization project related to Mediterranean ports responding to the upcoming Programme Med call.

A venir: Appel ciblé sur les transports

Un appel ciblé à projets classiques portants sur l’objective 3.1 du programme (Amélioration de l’accessibilité maritime et des capacités de transit en privilégiant la multimodalité et l’intermodalité’) démarrera très probablement le 27 février 2012. L’objective des projets classiques sera de Renforcer l’activité des ports méditerranéens et l’accessibilité à l’UE en simplifiant les normes et en développant l’usage des technologies de l’information’.

Le ‘cahier des charges’ est en procédure d’approbation et sera probablement publié prochain lundi, 20 février 2012.

Pourvu que l’appel démarrera comme prévu les informations précises à l’appel seront fournies lors du séminaire des candidats qui est en préparation pour l’appel ciblé sur les axes prioritaires 1 et 2 (ouvert depui 10 février 2012). Le séminaire traitera donc tous les deux appels ciblés.

APICE third technical meeting held in Venice: Good progress to abate air emissions

The third technical and scientific meeting of the APICE project was held in Venice on 24th – 26th January 2012.

During the meeting a full day was devoted to the discussion of the results of the intercomparison campaign held in Marseille in February 2011.

In addition, the recent developments of the common approach to the model application and scenarios definition for sustainable development strategies in harbour areas were presented.

PM10 levels in Barcelona according to CHIMERE model

In the case of Barcelona, where EUCC Mediterranean Centre is involved, work progresses smoothly and first preliminary results of the chemical transport model are promising (see example in image). Furthermore, CSIC – IDAEA is well progressing on the air monitoring campaign within the port.

On March 1, 2012, the CLIMEPORT Project Final Conference will take place in Valencia (Spain), under the title of: “Climate Change between Port-City relationships” and within the framework of the Energy Trade Fair (Egetica-Expoenergética) held in Feria Valencia.
The CLIMEPORT project, led by the Autoridad Portuaria de Valencia (Valencia Port Authority) in which participates other Mediterranean port authorities such as: the Bay of Algeciras Port Authority (Spain), Marseille Port Authority (France), Livorno Port Authority (Italy), Piraeus Port Authority (Greece), Koper Port Authority and two other energy agencies, AVEN (Spain) and GOLEA (Slovenia), enjoys the support of the ITE (Spain) as a technological partner. This project also forms part of the MED Programme and is co-funded by the European Regional Development Fund (ERDF).
The CLIMEPORT fundamental objective is to identify the tools that allow us to minimize the GHG emissions arised from the regular port activities and to monitory its further evolution.

Project MEDESS-4MS sur la pollution par hydrocarbure de la Méditerranée

Le service MEDESS-4MS est dédié à la prévention des risques maritimes et au renforcement de la sécurité maritime en lien avec la pollution par hydrocarbure de la Méditerranée. Le principal but de MEDESS-4MS est de fournir un service intégré, opérationnel, basé sur plusieurs modèles de prévision de dérive de nappe d’hydrocarbure en Méditerranée, connecté aux services existants de surveillance des nappes de pétrole (AESM-CSN, REMPEC et AIS data), utilisant les systèmes de modélisation de dérive bien établis, les données environnementales du Service Marin Européen de GMES et les systèmes nationaux de modélisation océanique des Etats Membres.
