Given the scarcity of water resources in the Southern Mediterranean Region, one of the highest in the world, a new paradigm is required that will consider non‐conventional water resources – mainly recycling of agricultural runoff, re‐use and storage of treated wastewater, and desalination using renewable energy – as an asset to be managed as part of the country’s integrated water resources management framework.

This integrated approach would not only increase water availability for specific purposes that is hygienically safe, ecologically sustainable and beneficial for society as a whole, but also contribute to climate change adaptation and mitigation of its impacts through greenhouse gases reduction of.

In recognition of the above, a sub regional training was held in Tunis, Tunisia from 10-13 April 2012 within the framework of ENPI Horizon 2020 Capacity Building/MEP and Sustainable Integrated Water Management – Support Mechanism (SWIM-SM) projects. The course was launched by Mr. Stefano Corrado of the EU Delegation to Tunisia.

The four day training brought together practitioners, managers and decision-makers from water and wastewater authorities, environmental agencies, health departments, in addition to junior university staff in fields related to desalination and waste water treatment. The initiative brought together thirty four participants from Algeria, Egypt, Lebanon, Morocco and Tunisia.

The training introduced participants to state-of-the-art wastewater treatment and reuse schemes, including Best Available Technologies (BAT) in rural/local areas, adaptable treatment technologies and effluent standards for various reuse purposes, while highlighting the risks involved. Special emphasis was given to artificial recharge with treated wastewater technologies, and their role in wastewater reuse schemes, as well as on the state-of-the-art in desalination processes and their economic, energy and environmental impacts.

Split, Croatia hosted a Horizon 2020 workshop on “Linking waste water management to ICZM and IWRM with emphasis on karstic coastal areas”. More than 30 professionals from Albania, Bosnia and Herzegovina, Croatia and Montenegro gathered in the area known as the “home of the karst” to participate at the four-day sub regional training on 19-22 March 2012.

The workshop was organized within the framework of the ENPI Horizon 2020 CB/MEP project, by the UNESCO-IHE Institute for Water Education and in partnership with the Priority Actions Programme Regional Activity Centre (PAP/RAC) of the United Nations Environment Programme/ Mediterranean Action Plan.

Acknowledging the need for thorough understanding of the very vulnerable to pollution karst environment in the region, the course succeeded to improve this knowledge and the interconnectivity between surface and groundwater in karstic areas. It tapped on the issues of relevant regulatory frameworks, precautionary measures and technical solutions for wastewater treatment in karstic areas. Trainees learned about degrees of vulnerability of karst water resources and their sustainable use and elaborated on the sensitivity of karstic media in terms of spatial/physical planning. The trainees were wastewater managers, decision makers from central and local authorities, university staff and professionals from the private sector.

Challenges and opportunities of maritime and coastal tourism: public consultation launched today

Tourism is undoubtedly an economic backbone of coastal regions. At present about 2.36 million people are employed in the coastal tourism sector, representing 1.1% total EU employment.

Cruise tourism alone represents a distinct segment generating direct turnover of € 14.5 billion and nearly 150,000 jobs. At the same time, this sector faces specific challenges, such as seasonality (dependency on the sun and beach tourism), lack of skilled professionals and of innovation culture and growing external competition.

What actions can be envisaged to reap the full potential of a sustainable and smart coastal and maritime tourism? These actions could be derived from answers to the following questions:

  1. How to render maritime and coastal tourism more competitive?
  2. How to address environmental implications of tourism and its socio-cultural aspects?
  3. How to stimulate tourists from third countries to visit Europe and encouraging EU nationals to discover coastal regions?

At the joint initiative of Vice-president Antonio Tajani, Commissioner for Industry and Entrepreneurship, and Maria Damanaki, Commissioner for Maritime Affairs and Fisheries, a public consultation is launched today. The results will feed into a comprehensive overview of the recommendations and initiatives which could be sponsored and promoted at European level. All stakeholders are invited to submit their comments and suggestions by 9 July 2012.

3rd Mediterranean Small Islands Meeting

In the framework of the PIM Initiative, the Conservatoire du littoral organize, in partnership with the tunisian Ministry of Environment and the APAL, the 3rd Mediterranean Small Islans Meeting, from 11th to 13thof April 2012 in Bizerte, Tunisia.

Focused on the theme of interactions between human and nature on islands, this meeting will be the opportunity for all the island specialists  to share experiences led on different sites of the Mediterranean Sea, to discuss during technical workshops, reflections on the different ways to manage an island and the alternatives available today to better take into account issues linked to waters, energy, waste, and attendance in the management, and provide an overview of activities led by the PIM Initiative after 7 years of existence and prospects of this program.

World Water Forum – Side-event “Territorial Governance of Water in the Mediterranean”

In the framework of the 6th World Water Forum, the Prince Albert II of Monaco and its partners are organizing the side event “Territorial Governance of Water in the Mediterranean – What experiences, what solutions for local stakeholders ?”, on Wednesday 14th March 2012 at 1.15 pm, Parc Chanot, Marseille, France.

The event, organized by the Prince Albert II of Monaco Foundation in partnership with the United Nations Institute for Training and Research (UNITAR),Plan Bleu, the International Office for Water and Veolia Environnement, aims at presenting the work of the Water Think Tank Mediterranée (WTT), while introducing its new orientations related to conflicts of use and water regulation at the Mediterranean metropolis scale.

For the first time, a supplement on coastal aquifers and groundwater to the Mediterranean Transboundary Diagnostic Analysis (TDA) will be undertaken to enhance knowledge of the unique role that coastal aquifers play in reducing land-based sources of pollution into the Mediterranean Sea and for the conservation of ecosystems. UNESCO-IHP launched the diagnostic analysis during the Experts Meeting for the “Preparation of the groundwater supplements to the TDA-Med, SAP and Barcelona Convention Protocols”, which took place in Thessaloniki, Greece on 22 February, 2012 within the framework of the MedPartnership. This supplement to the TDA will also assess the current situation of stress and will lead to the formulation of scientifically grounded recommendations for best practices and management options for the sustainable management of the Mediterranean coastal aquifers.

The Horizon 2020 initiative aims to tackle the top sources of Mediterranean pollution by the year 2020.

This film presents two projects co-financed by EU funding aiming at helping Southern Mediterranean countries to tackle their top sources of pollution. It is based on two main examples: a recycling programme of domestic waste in Tunisia, and an urban waste water project in Morocco.
