Costs and benefits arising from the establishment of maritime zones in the Mediterranean Sea

A particular feature of the Mediterranean Sea is that many coastal States have not claimed maritime zones that they are entitled to establish under international law with the result that large areas of the Mediterranean have, until recently at least, remained beyond the jurisdiction of coastal States and under the regime of the high seas.
This raises particular governance issues in that the Mediterranean faces significant governance challenges as a result of high levels of economic activity (in particular shipping, fisheries and tourism), environmental degradation and security issues.
